NEO (National Engineering Office)–Oil and Gas Department is fast growing and moving company in the field of Project Management Consultancy of Oil, Gas and Enery industry in Middle East. NEO (National Engineering Office)–Oil & Gas Department, the Project Management Consultant (PMC) of Oman Gas Company S.A.O.C (OGC), would like to invite the best Indonesian profesional to be part of the team for several positions.

Lead of Concept and Process

Purpose of the job:

• To manage all the Process Engineering activities and deliverables for a specific project and ensure timely completion to the required quality standards.

Principal Accountabilities:

• Manage all process engineering activities within OGC.
• Review and approve all EPC Consultants or consultants’ process design.
• Prepare, check and approve all process engineering deliverables.
• Performing Feasibility Studies
• Performing Conceptual Studies including options identification, screening, evaluation and selection
• Developing Operations, process control, metering, Control and Safeguarding, telecommunication philosophies
• Multi-discipline concept studies including instrument/telecommunication /Electrical infrastructure studies, e.g. DCS vs. Field Bus, Fiber Optics vs. microwave signals etc.
• Coordinating, supervising and approve Front End Design activities and deliverables including design basis, philosophies, Heat & Material Balances, Hydraulic and transient analysis, Process Flow Schemes, Process Safeguarding Flow Schemes,
• Process Engineering Flow Schemes, Equipment sizing, Control & Safeguarding Narratives, etc.
• Coordinating, supervising and approve other 3rd Party activities, e.g. Availability studies, Quantitative Risk Assessment studies.
• Participating, closing action items and approves reports from HEMP activities such as HAZID, Design Review, HAZOP, SIL/IPF Classification reviews.
• Developing Tender Specifications.
• Tender Clarification and EvaluationPerforming Economic and Life Cycle Cost analysis.

Experience & Qualification: 

• Bachelor Degree in Chemical Engineering or equivalent.
• The minimum experience is 12 years as overall in oil and gas projects, which should  include:
• Minimum 10 years’ experience for all disciplines in Oil and Gas Processing with at  least 5 years in gas facilities/process and Concept.
• Proven Good Knowledge of management of Consultancy and EPC Contracts.
• Working Knowledge of MS Office Software.
• Strong understanding & appreciation of other cultures & cross-cultural integration in  multifaceted environment.
• Skilled in HYSIS, PIPESIM, OLGA, TGNET and other process Software.
• Good knowledge in gas processing and awareness in downstream gas based petrochemical industry and gas sweetening. Good conceptual and analytical skills.
• Sound knowledge of project economics and evaluation principles.
• Highly developed language skills in written & spoken English and preferable Arabic as well.
• Execute conceptual studies and development planning to a high standard in a highly dynamic gas demand planning environment.
• Plan & Propose implementation of new technology.
• Execute studies and development planning to a high standard in a highly dynamic gas demand planning environment.
• Able to lead design reviews and Hazop.
