Purpose of the Position
Under the overall guidance of the Deputy Representative, you will be accountable for the development, design, planning, implementation and management of the Education programme within the country programme.
As head of section, you will direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral programme.
Key Expected Results
1.Timely sectoral analysis, input and guidance provided for the Situation Analysis, and its periodic update completed for effective programme planning, development and management.
2. UNICEF's global goals and operational models effectively promoted through advocacy and policy dialogue with the government and local stake holders, as well as with other external partners operating in the Education sector.
3. Technical leadership and coordination provided for key education programme documents as well as for capacity building interventions, ensuring promotion of knowledge management.
4. Quality of rights-based Education programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management.
5. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with country priorities and approaches defined in the programme strategy.
6. Education programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
7. Effective coordination of UNICEF and Education Cluster for emergency preparedness response ensured.
8. UNICEF and Government accountability ensured regarding supply and non-supply assistance, as well as disbursement of programme funds for the Education sector.
9. Effective communication and networking achieved through partnership and collaboration.
Qualifications of Successful Candidate
Advanced university degree in the combination of the selective disciplines relevant to the following areas:
Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.
Ten years of professional work experience at national and international levels in field programmes relevant to Education programmes in development and emergency settings). Experience working in the UN or other international development organization an asset.
Background/familiarity with Emergency.
Expert technical leadership and knowledge of theories, principles and methods in the combination of selective fields of the following: Education; Primary Education, Economics, Social Sciences, and/or related fields.
Work-experience in emergency settings.
Fluency in English and another UN language. Knowledge of the local working language of the duty station an asset.
